You will need a graphics card as your CPUs HD2000 gfx are not supported. Here's a list of low cost Nvidia cards you can buy new or used that should work with Mojave:

• GT 710
• GT 640 (Kepler edition, GK107/208 core)
• Quadro 410
• Quadro K420
• Quadro K600
• Quadro K2000/D
