Code signature problem with itlwm.kext on Big Sur

I had this kext working fine with Catalina on an Kaby Lake i3/GA-B250N Phoenix Wifi (Intel 8265NGW PCIe card). But a fresh install of Big Sur 10.7.2 results in a failure to load the kext (EFI/EFI/OC/Kexts/itlwm.kext). This was first reported by HeliPort and a little digging suggests it's not properly signed:

codesign -dv -verbose=4 itlwm.kext
code object is not signed at all

Any tips on getting around this problem? I'd sure like to get the Intel wifi (and bluetooth) card working.

Yes, I had used those instructions for my Catalina install, which worked just fine. There's something about Big Sur that's different, it seems.
