Spent a lot of time playing with IGPU/WEG configs. Copied ASRock Z390M config from somewhere that enabled both monitors but had to unplug/replug HDMI on sleep/wake to get it nice.
Finally have 4K TV (FireTV) on DP->HDMI converter and 4K monitor on HDMI booting, sleeping, happy (other than 30Hz on HDMI perhaps).
Since I hadn't found any example online, I'll post here if anyone still alive with their ASRock DM 310W config in 13.3.1.

I noticed the queer resolution report on the HDMI monitor - but it works.
Finally have 4K TV (FireTV) on DP->HDMI converter and 4K monitor on HDMI booting, sleeping, happy (other than 30Hz on HDMI perhaps).
