APFS not showing up in Disk Utility for second NVME drive

I'm using the extra m.2 slot on my motherboard to install a Samsung 970 Evo 2tb drive.

for some reason in Disk Utility when I click the erase button I do not see a choice for APFS.

Can anyone advise me on this?

Erase and repartition the device as you need to change the Partition Map from Master Boot Record to GUID Partition.

But if the “Convert to APFS” in Disk Utility does not work, how can you do it? The installer offers me every other drive (data) except the one I want!
