Ah, gotcha. SSDT removed, config options set as you mentioned, still booting and still have proper p states. Looks like this issue is solved, and much more seamlessly now. Thanks again!

SSDT generated without those clover options set. SSDT has been hanging out in /ACPI/patched and I've just been dropping it during boot while getting this figured out. Booted fine when dropped. With config.plist options set as per trs96's suggestions, boots fine and with states with SSDT.aml no...
PluginType=Yes and KernelXCPM=Yes with generated SSDT (no Ivy Bridge work around arguments needed during generation) worked like a charm! Proper amount of states confirmed with AppleIntelInfo.kext. Thanks, trs96!
10.14.3, as mentioned.
Edit: Initial install was 10.14.1. Updated to 10.14.2 and then .3 from Software Update with no hitches. Generated SSDT caused the hang in all 3 versions.
I have a 7010 SFF (with a GT 710 GPU) running 10.14.3. I have an i7-3770k in the system; yeah, I know it can't overclock, but it's the only 1155 CPU I had sitting around and the temps are totally fine.
