Yes. I have confirmed this by also installing Windows and it doesn't work with Windows as well. I have checked the BIOS and the built-in LAN is enabled.

Disabling Resizable Bar really ought to be mentioned along with agdpmod=pikera for Navi cards as you can spend hours, if not days trying to find a solution.
