In previous OS X builds in order to have graphics card function properly after boot up my computer needed to be put to sleep and then woke up.
This is no longer the case in my situation. Graphics are working with out putting the computer to sleep!!

Yes, I agree that all is not perfect.
That being said, the processor is throttling and running at temperatures and watts that are reflective of that fact.

*Update*
Audio issue is resolved. the boot flag npci=0x3000 breaks audio. Use npci=0x2000 instead when booting into OS X.
I had to use npci=0x3000 to get into the installer.
I have successfully installed Mavericks on a separate SSD in my PC.
I am currently dual booting Windows 7 and OS X.
As I have the time I will add to this post in order to share the information pertaining to the successful installation.

Okay this is where the install freezes. After I became aware of this issue I used the boot flag PCIRootUID=0.
That did not help.
