It's not that. I've got a HighPoint RocketRAID card and the same thing happens when I put in it. It was working prior to the RX 570 switch.

Yes ... once the system boots, it's accessible. There's just no video via the connected monitors.
I checked Stork's build and applied the changes in the screenshot, including adding lilu and whatevergreen to /Library/Extensions. Still no luck.
My smbios is 14,2 also.

I set the PCIE slot configuration to x4 with no change. I attached a photo of the BIOS page that seems to be the only one that has PCI settings.

I've got the GPU installed in the PCIEX16 slot and have tried the other card (https://www.newegg.com/Product/Product.aspx?Item=N82E16816124093) in both PCIEX8 and PCIEX4 slots. I'll try that x4 setting and see if it changes anything.
Thanks for the suggestion. Unfortunately, there were no BIOS settings specific to the PCI slots. I did add power to the ATX4P connector but that did not help either.
