Okay so it's been like a week, but I finally got around to checking on this.
DIMMs were installed in A1 and B1.
Attempting Profile 1 with only one installed resulted in the same boot failure as with both installed.
Setting the memory multiplier to 2933, however, worked for me.

I had a minor flub where I flashed the BIOS to f9b and set it up according to post #1...but did so AFTER unlocking the motherboard instead of before. Once I realized my mistake...
Thanks to you both - for now I have macOS installed on the only NVMe I have, in M2P. There is nothing in M2M for now. When I'm ready to install Windows I'll remove the macOS NVMe until it's finished installing.
