Glad you figured it out. When configured in headless mode, macOS uses the iGPU for QuickSync and some processing stuff (like Preview). You either need a kext to fix it, or enable iGPU in Headless and in BIOS / UEFI

It sounds like something isn't connected correctly for the AIC. My Bluetooth/WiFi (my system, and my wife's system) is from OSXWIFI, and both work correctly OOB.

Your Vega should show up in SysInfo similar to this - the key to look for is the Framebuffer depth. 30-Bit Color is what you want. Now, open PS. Select preferences -> Performance -> Advanced Settings under Graphics Processor Settings -> check the box labelled 30 Bit Display Done.

WOW. I honestly expected a far more drastic variance between single and dual Vega 64. The other comparison numbers are great to have, too. Hopefully the rumored 5900XT will actually surpass the V64 in compute and rendering, rather than simply being better at (some) gaming like the 5700XT.
