everything but the front is working and I can't figure out how to fix

hey I don't know what's going on and I have been searching all over for a fix and nothing but when the mouse is idle and if you scan scroll it will move by itself and doesn't stop. any way of fixing this? please check the video for demo

I've tried 2 USBs 14.5 14.6 and no luck. when the installer screen appears it just disappears and the computer restarts all the time. the bios settings are correct. what could it be?
