Figured it out, posting in case it helps anyone.
Turns out the system definition was the culprit. The default 14,2 was resulting in nearly half the performance at least on benchmarks. When I switched to 5,1 it was back to what a fresh install of win10 was reporting (cinebench + geekbench).
I'm running a X5675 + P6T Deluxe overlocked to 4.6GHz
It looks like I was hitting 1057 on multi cpu bench and now I'm at 600...
anyone else have results or can bench a Xeon to compare numbers?
