I also experienced the same thing. My CPU clock is 1.2GHz. I checked my BIOS setting. Enhanced intel speed step technology was enabled. My CPU clock works properly after I disabled Enhanced intel speed step technology in the Bios setting.

At first I removed all except for _SB_PCI0 in the "SSDT-X99-iMacPro.aml". Three lists are shown in apple PCI system information. And then I removed the SSDT-X99-iMacPro.aml in the ACPI patched.

I conducted the clean install of High Sierra based on your guide. Everything except for NVIDIA web driver works well.
I tried several times, but every time, the graphic driver is set to default.
With the default driver, the hack turned slow.
I want to know what I can try next.
