It turns out that this wasn't really much of a concern. I can use the power button on the dock to wake the machine. This isn't as convenient as just hitting a modifier key on the external keyboard, but far better than pulling it out from under the monitor stand to wake it.

This would prevent any changes unless a superuser explicitly undid the change.
