If you are using generate CPU state with MultiBeast make sure the following are disabled for your board/cpu:
1. vt-d - disabled
2. Intel TurboBoost - disabled.

Have you added GraphicsEnabler=No to your bootargs? The GT610 should take No for GraphicsEnabler. Also if you don't plan to use the Intel Graphics on the mobo, I'd set IGPEnabler=No as well.

tl;dr:
Success! Generate CPU state is not compatible with the 4790k with Turbo Boost and XMP Profile 1. You need to disable Turbo Boost. Or some people have also had success disabling XMP, which I did not try. I have been successful at booting the system with Turbo Boost disabled.
