Okay, I have tested these configurations, along with alt#0 (the unmodified config.plist from the nuc repository).
For each configuration I captured 4 ioreg files (attached).
hdmi: boot with HDMI
hdmi_usb: boot with HDMI, hotplug USB-C

USB-C was completely unstable. OS X seems to think that there are two monitors connected, even though there are not. The USB-C monitor would auto power off every 30-ish seconds...
This happened to me as well. Try disabling the onboard Intel bluetooth in the system's BIOS, that should let your dongle work again. I have no idea why this wasn't necessary in Sierra.

I do have a patched ACPI with the HackrNVMeFamily-10_12_6 in /Library/Extensions.
I'll copy the kext over for the install (so that it's easy to recover from an install failure), and then after I'm at 10.13 I should be able to remove the aml and kext entirely...
Okay, then the NULL symbol when it boots the high sierra install partition must be related to something else. I'll try launching it with verbose logging to see where it's actually failing.
