everything is up to date but still the same problem.
In the bios ResizeBar is deactivated.

Pease check the BIOS settings.
Is there anything related to CFG Lock in the new BIOS? If yes, then disable it.

Otherwise, your new BIOS could be "LOCKED".

Try to set to True the setting(s) below (in config.plist) :

If this works, then you should "un-lock" the BIOS.
 
in the BIOS, no presence of CFG Lock.
I activated AppleCpuPmCfgLock but still same error.

I tried all the updates and none worked after bios-2403. All updates with the new logo on startup do not work.

It's still strange.

ps: I even tried the other EFI install, it doesn't work.

Let's "re-seat" the new BIOS :

1) Enter BIOS, load default/optimized values, save&exit.

2) Enter BIOS again, set the desired values, save&exit.

* Intel ME was updated too, and that's a given.
Probably, some additional patching is necessary ...

You may try this procedure :
- power off , unplug main cord from the wall.
- physically remove macOS storage(s) ( keep it/them safe )
- get a spare storage and install Windows
- under Windows try to generate new .aml files ( see SSDTtime) , make a new USB map (USBToolBox), etc
- prepare a USB stick with the new stuff generated above
- test the system

I wanted to say a big THANK YOU for your help but unfortunately nothing works.

I've tried everything, it's probably the bios that's stopping me from booting.

Everything was redone as a new installation and despite this, no possibility of getting a boot or a reinstallation.

When reinstalling, there is more movement on the screen but after a while the PC shuts down and then restarts.

I hope that you can boot something ... Windows USB/DVD , Linux Live USB/CD

Make sure there are no other (hardware) problems with the system as a whole.

Document everything.
Keep studying :)

2: MacOs

Everything works with Windows but impossible to install or start on MacOS with the new Bios.

I tried everything, I reverted to the old BIOS for now.

Before installing any OS (Windows, Linux, maOS, etc) make sure to PHYSICALLY DISCONNECT all
un-necessary storages and other stuff (WiFi, BT, other dongles/printers/etc ).

This way, each OS will have its private EFI partition not affecting the others'.

So, if you want to (re)-install macOS, physically remove the Windows storage. The other way around is also true
i.e remove macOS storage while installing windows.

For now, remove windows M.2 drive and make some research.
 
yes that's what I've been doing for years, each operating system has its own EFI. If I find the solution, I will post the procedure for other users. I must admit that this is the first time that I have encountered a problem due to a Bios update. I use the computer 90% on Mac OS and 10% Windows. As said previously, for the moment I am staying on the old version of the bios because everything works. THANKS
