Can't download El Capitan from App Store

Hi people,

I have just installed a brand new 10.11.6 system and need the El Capitan installer again in order to build a veritable recovery partition...

However I cannot download El Capitan from the App Store. Everything else works. Just downloaded Garage band with no problems...

I've read in other posts that usually another version of the installer somewhere on the system (even on a plugged in USB-Stick) will block the download - however over here, this is not the case.

No prior downloads of El Capitan installer anywhere...

What next?

I didn't have a working Recovery Partition when I tried. Now that I have one, it works!

How did you create one without doing a fresh install of OS?
