Emulation takes up a ton of processor power. It’s effectively re-rendering machine code in real time. If you were to emulate X86, it would be much slower. You need to have realistic standards here.

When I get a little more time I’ll try to dig into your config.plist to see if anything’s off, but @jm52262's recommendation sounds like a good lead. You may need to do some DSDT patching on your USB before you finish installing.

Perhaps you can try installing it on an external drive first? I think the preferred method for setting up Mojave is to install it on an external SSD and use Carbon Copy Cloner to copy it over. In the case of the HP software, yeah, that’s basically because you haven’t had a chance to copy over...
