I received my parts for a comparable build yesterday. Should I install Mojave and upgrade to Catalina? Or can I adopt all the instructions for a clean Catalina install?

I have an Atheros AR5b95 card that Yosemite is not recognizing connected. DPCIManager recognizes it and lists as 168c 002b. I applied the toledaArpt.kext as suggested but nothing changes. If I apply the IO802011Family.kext The mac recognizes the card is connected and lists it's id properly...
