Apparently, TURNS OUT it was cause of low disk space. Of all the chokes in verbose, low disk space was one of them.
It significantly increased boot time and actually messed up Youtube VP9 decoder (weird ikr). So I extracted ˜100GB from another partition back and it fixed everything.

I saw one of the suggestion about installing drivers manually, this doesnt work for graphics. It doesnt necessarily to be Windows Boot Manager, just UEFI: you_windows_harddrive and that should get you to the right nvram of the NUC for you to install update.
