Its a new build, only a couple of months old. I thought it may be the drive but the transfer speeds are good after logging in.
I will try to clean it to make sure. I might just have to get a new drive and see if that fixes the issue.

I put your EFI folder on a USB drive. I restarted and reset Nvram and then booted from the USB and started the MacOS. The boot process was exactly the same as when i use my current EFI.
Questions:
Do you have the same delay when booting Windows? No, Windows boots in about 10-15 seconds.
Do you have the same delay when booting macOS, when the Windows P3 drive is not connected? I removed the windows drive and the issue still remains.
Do you have any other PCIe cards/adapters...
All of my BIOS settings are in line with what is listed above.
I do dual boot Mac and Windows, I have separate drives for each.
Mac - WD SN850X M.2 1TB
Windows - Crucial P3 Plus M.2 500GB
I have attached the compressed complete EFI folder.
@Edhawk I made all the changes that you suggested but the boot process is still exactly the same. Thanks for your time. I guess I will just have to live with it.
