hey semson, i have the same x58 board. i'm just still on mojave, but i have never been able to get my x5650 speed stepping working right using mac pro 5,1 smbios. I get the same results as you, 12x to max (20x in my case without turbo boost), no in between...

btw, anyone else with legacy board and trying to run mojave w/ smbios macpro5,1, you'll need to use dosdude's patched mojave installer (search for it). it does something...
here's basically what i'm using. see if the graphics stuff works for you (orinoco fb, dynamic ports). you'll have to change some of the smbios stuff and ram and whatnot. also, this only works for me on clover 4934, like i said. and i do have lilu and whatevergreen active in /Library/Extensions...
that's not strictly true, to my knowledge. I am not using either of those and it works. Maybe whatevergreen is fixing the deinit-reinit stuff, but I know it does not fix it on clover 5120. this can be a big headache. whatevergreen faq says don't do any framebuffer or any clover graphics fixes...
