Here's something that might help. When my computer reboots after the kernel panic, I selected nv_disable=1 so it would boot normally. Then macOS said 'Your computer was restarted because of a problem' and I got to option to get the logs of the kernel panic.

Last time I had issues with cpu not running at full speed it was because I had a boot flag that made the cpu use only one core. I don't think you have the same issue but it might be worth a shot double checking that.
I'm having the exact same issue. Except that sometimes it works and sometimes it doesn't.
It seems that it doesn't really matter what boot flags I use, whenever I get this error I try to boot again with the exact same flags and then it works just fine.
I just figured out the answer to my own question. I was 'not enough power' warnings when plugging in multiple usb devices. Undoing the patch and making sure only the ports needed are added to my system fixed this. So for anyone out there having this problem, you need to perform the steps...
