Have you tried pressing F12 and booting from the EFI of the external drive? If your OC configuration on your internal drive has been corrupted by a Windows update, your external drive still wouldn’t show up if using your normal EFI partition to boot.

Yes the waking is not the problem. There is no immediate wake, that is me waking the computer from the DarkWake state when it fails to actually sleep. The problem is, the computer won’t go to sleep, it goes into a perpetual DarkWake state with lights on and spinning fans!

You won’t see anything in the Thunderbolt section of System Report, as you don’t have a flashed controller. It will be under PCIE. Glad you got it working!
