On my ThinkPad, I changed from 19160000 to 59160000 and it seems to work fine.
I don't know if 59160000 will work with the specs of the target device, but if it doesn't, why not make it a policy to try other options as a mobile CPU ID?
Step 1
Ensure that OpenCore and various kexts are running Monterey in the latest environment.
Step 2
Log off from iCloud.
Rewrite “SMBIOS" to "Kaby Lake" generation values.
Reboot the system.

Download the full setup image of "macOS Ventura" and follow the normal procedure to upgrade...
I updated everything to the latest state and I had no problems upgrading from Monterey or with the initial installation.
It seems to take a while to reconnect to Wi-Fi, but there seems to be fine recovering from sleep mode.
I was able to build everything up to date on my ThinkPad T480s.
Additional note: 11/2/2022
A working EFI files is attached. Please set the serial No. etc. to a suitable value. I have not tested the installation, but have checked the startup with Monterey and Ventura with no problems.
