Still no luck. I already had it set for UEFI and the SSD and USB were the only ones listed in the boot sequence. SATA was also already set to AHCI.

Thanks. I'll check when I get home. Is it unlikely that the SDD is the cause? I honestly just feel like grabbing a Optiplex 9020. Found a SFF with i7 for $139 shipped. :/

Sorry - forgot to mention I've done that each time. I've dried the cloner too and neither method worked. I also tried Catalina. Both Mojave and Catalina installers are from legit Macs if that helps.
