Using Activity Viewer alone, as you stated, does not indicate whether the iGPU is being used. It simply means the CPU is there and doing some processing. When you use Intel Power Gadget then you know if the iGPU is being used because the graphing show's that it's being used. Using 10.14.6...

I tried the combination and got no luck. Running 10.14.6, switched iGPU to Auto and tried 80. That made the iGPU disappear in Intel Power Gadget so it may be a 10.15/weg specific thing?

Why are you using Lilu 1.3.8 (which was released in Aug 11, 2019) on a Catalina system? You should try updating that to the latest 1.4.1. You have to keep up with certain kexts when the OS is also being updated.
