Just adding another data point, Updated to .161 last night and performance was bad just watching YouTube on a 7700k CPU with a GTX1080 card. Used Benjamin's script to switch back to 106 and will see if performance is back up.
I had a boot arg uia_exclude=HS07;HS08;HS09;HS11;HS12 that disabled some USB ports when I installed High Sierra. I thought I needed a patch like in Sierra but it turned out that I was able to remove the boot arg and had all my ports working in High Sierra.
How did you check for CUDA in Premiere?
