So, at least you've eliminated the possibility of it being a defective card.
I took a look at your EFI. As far as I know, you don't need the NullCPUPowerManagement.kext. You may want to try without that.
Also, in your config.plist, you are using drop tables and generating C states and P states. Again, as far as I know, with Skylake and newer, that is not necessary. All you need is PluginType=true for power management.
Lastly, you may want to try renaming GFX0 to IGPU and PEGP to GFX0.
