Try setting SecureBootModel = DISABLE

I'm on Legacy, not UEFI. Secure Boot is unsupported.
I followed the tutorial for Legacy systems by the way.

The config.plist you uploaded has SecureBootModel set to Default.

Oh, I just followed dortania's guide. Disabling it just gives me that error, setting it to default doesn't seem to interfere with the installation process (might be wrong).

Is there any other fix?

Yes, I look at your config.plist file again and found more errors.
You are missing OpenVariableRuntimeDxe.efi
This together with OpenRuntime.efi should have LoadEarly set to True.

Also your motherboard seems to be a HP/Compaq board. Some of these boards needs:
Kernel-->Quirk-->LapicKernelPanic enable.
This quirk would be trial and error, so you won't know until you try.
Another observation, it seems you board supports UEFI and you might be able to install in UEFI mode instead of legacy.

I notice some UEFI/BIOS settings that point me to this conclusion when I search info about your board. It would be interesting to see if you can unlock the CfgLock after you finish installing your OS.
By the way the installation procedure varies with different macOS versions, so you should be more specific with your info.

Hi, thanks for your reply.
I've already had LapicKernelPanic enabled as it's needed for HP sytems.
I added OpenVariableRuntimeDxe.efi which seemed to get me past the issue I've been having.
Both OpenRuntime.efi and OpenVariableRuntimeDxe.efi have LoadEarly set to true, however, I get stuck at the boot screen):

Should I just try to install in UEFI mode instead of Legacy?
