OK Modit, I see the image of your bios, the problem isn't caused there. I noted a couple of things from a thread with the older type bios motherboards with the same symptoms :

If you are using Skype - quit before switching off, it has caused some people problems in the past.
If you have a WiFi card - remove it (with computer disconnected from the power) and try to see if that sorts the problem.
