Good news for x99 10.11 [Haswell E - El Capitan]

X99 wasn't installed - tried again with X99 installed in Clover/10.11 - CPU still maxes at only 3.3GHZ won't go higher, however power stepping is working.
X99_PlatformPlugin.kext has to go in /Library/Extensions/ because of the symlink to files in SLE. This link is broken, I believe when in Clover kexts.
You can check it is loaded by checking the console logs and search for "x86"; nothing should come up.
Also, searching for "CPU", you should have something like this, showing that CPU SSDT is recognized:

Yep, same with latest Asus X99 bios.

Ok I'll try. I get nervous putting anything in s/l/e cause I've bricked my system numerous times by doing so. Thanks for your help by the way :)

@SammlerG: sure, here it is.

Some precisions: the min multiplier is x12 (processor specs, can't be changed in bios).
The base multiplier is x33, and with the OC, I put x38 for turbo (All Cores).
I can't open your EFI-CLOVER-ACPI-patched table ple re upload.

The link works. I just clicked and unzipped, and the folder contained the .aml files and I can open them with Maciasl.

Of course, 0x0306E4 (or E0 or E2) without xcpm is giving the best results.

So if you use 100 BCLK and x43 multiplier:

If you use 110.3 BCLK and x43 multiplier:
~/ssdtPRGen.sh -bclk 110 -lfm 1324 -f 3640 -turbo 4743 -x 0 -b Mac-77EB7D7DAF985301

EDIT: please note that for me, the ssdtPRGen is having a bug as it generates SSDT with wrong references to the CPU; it should be
_SB_.SCK0.CPxx so if you have _SB_.CPxx, add to every instance the .SCK0
