as far as I know there is nothing in Mavericks that changes DPCI functionality from Mountain Lion.
 
reading the forum suggested me to use this app..

is it suitable to generate cpu states for my build ?

i have a haswell 4770k cpu recognized as 3,89 ghz with gigabyte ga-z87x-oc.

It doesn't "generate cpu states", it monitors and reports them.
 
added a BDF (bus, device, function) property to allow sorting of dspci output (see repository)
 
This issue is caused by a bug in 10.9.2, where a background Applescript command (with administrator privileges) ends up blocking anyway. As this is new behavior, I consider it a bug, and have filed a report. I will come up with some kind of solution in the meantime.

One workaround is to start PStates and authorize, then open Terminal, typing "open -n ", then drag in DPCIManager and press Enter. A second copy of the app will open, in which PStates will operate normally.
 
I should have pointed out some time ago that 10.9.3 fixed this issue, and it doesn't look like it will recur. DPCIManager's behavior is now the same as it was before.
