The 740 will be faster than a 9800GT, but not by a huge margin. If you want more graphics performance go for a 760, it many times faster than a 740. Don't worry about PCIe 2 vs 3. Even cards like GeForce TITAN are not really limited by PCIe 2 vs PCIe...
