Still problemes with CPU Clock over 3.2GHz on Gigabyte Board

Hello.
I want to buy an GA-Z68MA-D2H-B3 Mainboard from Gigabyte. And so I wanted to ask i there are still these problemes so I can not run my CPU over 3.2GHz.

You CAN run it over 3.2ghz, just the base multiplier has to stay at 32x, I can run mine up to 5ghz with turbo enabled and setting the cores manually.

So the base multiplier has to be 32x but the turbo multiplier can be over 32x?
Does only Gigabyte has that probleme? Whats with ASRock?
