Can the USB Unibeast process be performed on a different computer other than the one it will eventually install Yosemite on?

Yes,

I would guess most people when first starting out create their initial unibeast USB on a real Mac, because they haven't got a hack yet!. After that for upgrades you probably do it on the hack your upgrading.
