I'm build a cheap hackintosh, and the only thing missing is the video card.
I'll connect it through hdmi in a 40-inch TV Full HD.
Which is the cheapest vga to run in 1920x1080 my hackintosh?

Nvidia GT 610 is the lowest cost card you can get if it's available where you live.

I had good experience with Radeon HD5450 at 30 $

Also maybe someone more experience can confirm that but i think you should consider changing motherboard for one that have HDMI output and using the onboard intel HD gpu.

Did you alredy have the mobo ?

Now I'm just waiting arrive

Do you guys know if I can create a bootable USB with El Capitan from Windows, because I don't have a Mac OS yet? xD

No, won't work on a Windows PC. Use a friend's Mac or Customac. If that's not an option then buy
the Snow Leopard retail disk and use the iBOOT Haswell method to install SL first then get to the
APP Store to download EL Capitan.
