I'm trying to figure out what setting I'm missing.

I have a dual boot 4530s with osx in the primary drive bay and windows in the secondary dvd drive bay.
Bios is set to UEFI boot (there's no hybrid in this option)
OS manager is set to primary and drive bay is set to secondary.
Legacy boot order has primary hard drive set first and cd / bay set later in the list.

Osx works fine and booting from EFI file with f9 to Sata0 brings up clover.

But unlike my 4440s, booting naturally from the OS manager just skips straight over osx and boots into windows.

What can I start checking to figure out why it's skipping osx?

You need to rename bootmgfw.efi to bootmgfw-orig.efi.

It is in the guide, post #2: http://www.tonymacx86.com/threads/guide-booting-the-os-x-installer-on-laptops-with-clover.148093/
