I updated flawlessly from Mojave to Catalina and had the same issue. I ended reinstalling Mojave due to the necessity of wifi. Will wait a bit before updating pending the WIFI solution.
I am using an I5 8400 and have the same issue. I am using Mac Pro 6.1 definition for now. I gutted an old Mac Pro case and used it for my build. Imac 14.2 definition also works. Mojave works flawlessly including App Store updates.

I own a MacBook and MacBook Pro. I still love my Hackintosh which is dual boot for OSX and Windows. Customization is what makes the Hackintosh a great experience. My initial response seems to be pointing in the right direction about the install disk. You might need to purchase a new install OS disk from Apple. This is not cast in stone but wait and see what other members think about this before purchasing a new disk.
Install Disk seems ok. No other way to test your hard drive. Just borrow a spare from someone. Are there any other hard drive attached to this computer ?
I could be wrong but this seems to be pointing in the direction of your hard drive or install disk. Can you try another hard drive ? Are you using an original Install disk ? These are two possible options.
