I know you were asking about Z790 users but just wanted to share that SSDT working great on my Z690. Hot-plug works great and devices awake from sleep without problem. If you are willing to try an experiment that may enable Thunderbolt Local Node without modifying Thunderbolt firmware, please do this:
Then:
- Disable existing Thunderbolt SSDT in config.plist
- Install and enable attached Thunderbolt SSDT
- Reboot
- Run IORegistryExplorer
- Scroll down (yes scroll -- do not use search bar) to RP05
- Post screenshot

@CaseySJ ;Whelp, on my home z690 (BIOS 2703, OC 0.9.9, Sonoma 14.3) running an LG 5k Ultrafine (with a 2nd DP LG), the results aren't so grand. After mucking with it a great deal, I was able to get the 5k to work briefly with the new SSDT, but every restart puts me right back to having to fiddle with it to get it to turn on. I did also attempt a cold start, which whether through coincidence or not, it resulted in my first TB bus active state. Interestingly, on THIS system, sleep doesn't work (after disconnecting the 5k and running the DP-only monitor, it does go to sleep, but won't wake up) so it looks like I've got some more trouble-shooting to do on my end to be of any help.
Attached, see a SI and IOR screen grab if you're interested. I'll trouble-shoot more when I can, but it will be a few days.

Well, the 5k came up on the first boot, but on restart, 2nd restart, unplug/plug, shutdown, and cold boot it never came back. I reinstated the original SSDT, and very first boot the monitor returned.@SmackAttack,
Please see this post and try the SSDT attached to it. We are curious to see if that makes any difference.
