Can you do me a favor and test something on your system to see if you have this too:
Go to System Preferences-Wallpaper and leave just the window in the background. I noticed in my system that just making the above settings is enough to cause other windows or applications to stutter.
It gets really extreme when I press "Play aerial photos randomly" at the bottom of the background image page and then the first thing (play all randomly) then everything stops for a short time.
(Brave is uninstalled)
