Solved this - I tested with the Intel Stock cooler with a 4 pin connector... and RPM control works... so I just need to get a 4 pin cooler (silent one) ! Thanks everyone for supportive posts!

Is it possible to adjust fan settings in HW Monitor by changing values here? (have tried... constant high speed...)

Feel a bit stuck... the SMC Fan controller did not reduce fan speed. Have also tried various settings in BIOS Fan control "Normal/Silent/Manual" with no change in fan RPM. I have also tried to add the "jumpers" to reduce fan speed that way but the computer won't bot at all with those on.

@rwillett - thanks for your reply! What I suspected, the fans are at full speed... I will look into SMC Fan control and report back! Will also explore BIOS more if there is something to tune there. I have not done any modification than suggested by the official installation instructions here...
