    Without rhyme or reason, my issue has been resolved, although I'm not certain on it's sustainability. Update: Now, if my computer is OFF - if I plug in a storage device - it turns on! I've never experienced this in my life as a human being.

    Ah, that would be precious knowledge. Especially if you have a Netgear. Update: Actually, it appears to have been the firmware on the router. Upon upgrade, I've not experienced problems.
