Z87X-UD3H, i7 4790 running F8, Installation issues

I've tried all the recommended bios settings and many different boot flag combinations. My system freezes up every time with this last line:

ATHR unknown locale 21

Do I need to reformat my target drive after each attempted install? if so, how do I do this on a system with no operating system?

also, I'm using this HyperX RAM (only one 8gb stick as recommended) which can't enable X.M.P. profile 1. Could this be the issue? should I try another brand that can?

I swapped the Kingston HyperX Ram for Corsair RAM which is XMP enabled and still got the same freeze up on this last line:

ATHR unknown locale 21

make sure you're connected to your screen with HDMI or DVI Cable ... VGA/D-SUB will not work with
Intel's HD4600
