X299 i7-7820X weird performance behavior in 10.13.6

Performance is unstable in time. Right after boot I get much better score than some minutes later. Normal values from my CPU is around 1750-1800 in R15 but I have just 1440-1450

I found that benchmarking right after booting OS provides much better result then another ones.
Cinebench R15 1. Test right after boot 1774. Another one some minutes later just 1447
 
It looks like there is no problem between 10.13.5 and 10.13.6. Now when I run Cinebench R20 2 times, first score is around 20-25% higher then the later one some minutes after
 
In R20 I got 3399 pts. Normally my i7-7820x@4200MHz should score around 4000-4100 pts
 
Found the source. Crashreport process eats way to much CPU. Now it works like it should
 
Update here. Still something weird going on. I updated to Mojave but it did not help.
1. Start Cinebench with no other application running, result cca -25% lower than they should be, CPU as well as GPU.
2. When I start any other application (e.g.activity monitor) and run Cinebench again, I get the right results +25% in comparison to previous benchmark, and the results are OK for my setup. The same for all other benchmarks.

What is wrong?
