This build should be compatible with MacOS Mojave.

Are you going to use CPU integrated graphics?

As far as I know, Intel Optane is not supported in MacOS.

I will be using the iGPU until I get an RX560 or and RX 580. Since I will dual boot this system, would it be possible to install Intel Optane Memory and make use of it while booted in Windows 10.

The Intel Optane should be usable under Windows 10. But I have no idea if MacOS will boot in its presence.
