According to the Parallels Website, macOS still does not support Vt-d.
Most People here are probably confusing Vt-d with Vt-x.

Vt-d Enable or Disabled Solution:
To keep VT-D enabled on your machine for multi booting if you are having problems:
Clover supports a boot arg to disable it from the system not in BIOS, which works as if the VT-D is disabled.
Simply add "dart=0" for VT-d to be disabled even if it is enabled on your BIOS.
That leaves everything else intact and no need to change bios settings when booting to another system.
