Hello community, with 10.14.1 Mojave I'm facing this problem sometimes when my trusty XFX Vega 64 runs at full clock speeds even on idle (not fan speed, clock speeds).
Btw, not using any additional modified kexts for Vega, only the latest WEG+Lilu and as I said it happens sometimes not always and the fix for now is just to restart the system.
Also, this behavior comes sometimes and only when I start the system, never happens during the system run.

Is there any suggestions or ideas to make the problem disappear ?

Go to pastrychefs build thread with Vega 56 there is a link to VGATab utility at the bottom. Run the app and it will download a kext on your desktop. Place it in clover/kexts/other folder for testing. You can also google vegafanspeedkext.

I had the same problem when I used to boot Windows and, after a restart, I boot macOS. If I start macOS without booting Windows before, it seems to be fine.
Try checking if your BIOS is updated.

P.S. What did you do in order to let iStat Menus recognize the Vega? o_O
Usually in order to check temp, core clock etc. it's needed to run a command in Terminal..

I used very early okrasit method to modify the AMD10000Controller.kext when Vega was in the manufacture reference cooler to fix the fan and it worked, but now the Vega is water-cooled so no fan cable is attached, my issue is not the fan its the Core and Memory clocks which both run at maximum speed and it started only with 10.14.1, I never had this issue with any other macOS even in very early support for the Vega and even before Apple Vega support announcement.
Anyway, I gonna give it a try again and see if anything changes and will report back, I might need a couple of days for testing.

Will check if there is any BIOS update.

I use the latest iStatus Menu app.

Thats exactly my problem and it seems it fixed for you, did you update the BIOS or you are using any additional kext?

I shut down entirely my computer and then power again on. I don't reboot anymore and it's boring, but works fine.
When I switched to Vega I was already on macOS 10.14.1, so I don't know if the problem wasn't there with previous macOS versions.
I'm currently using "just" Lilu, WhatEvergreen and VegaTab_64 (created by me with VGTab) for the GPU. Even if you're running a water-cooled card, you should create/use a kext in order to allow better frequency adjustments from macOS.

You can try to update to the latest macOS 10.14.2 public beta since it looks like Apple ruined something related to GPU in macOS 10.14.1 like H.264 acceleration, that seems to be working in the latest beta. I tried macOS 10.14.2 in another drive but I didn't check if the high frequency problem has been fixed: https://www.tonymacx86.com/threads/optimize-macos-for-asus-vega-64-strix.264634/

I use the latest iStatus Menu app.

Nice, it's in the CPU section, I didn't see that since it's missing in the sensors section. Thank you :)

Yes for me the frequency problem exist only on macOS 10.14.1 and will update to see if it changes anything, from your post you still have core clock problems even with VGTab, so I don't thing I'm gonna use it :(

Problem #2, I have no DRM content problems, also never had the problem with Mojave Review crashing as some people reporting.
Problem #3 No comment, not LED Vega 64.
Problem #4 Do not use CsmVideoDxe UEFI and CSM disabled/enabled doesn't matter, remove Screen Resolution in Gui sector, just go config.plist/Boot Graphics/set UIScale to 2
Problem #5, I updated to the latest iStat Menus and it displays sensors related to GPU like core temp etc, the older version couldn't do that.

Other infos,
Sure I always use the IGPU with my Vega because I need all features Apple has implemented on it, QuickSync, AirPlay Display and etc, in addition to WEG+Lilu I used FBPatcher to generate AAPL,ig-platform-id for the UHD 630.

For my Vega sensor I downloaded from a user the GPUSensor.kext he had modified for his Vega 64 and it works with mine too, FakeSMC and other extensions are from Rehabman.

Will be attached in case you want to try it;

I have the same problem.
10.14.3 This is the same symptom after an update.
The only solution is a reboot.

Same issue with Sapphire Vega 64 (reference model) under 10.14.2 occasionally going to full clock speeds (1.6GHz) at idle and remaining stuck there. I can't seem to associate when it happens with any particular event (such as restarting after previous boot from Windows). When it does happen, it happens within a minute of Mojave loading the desktop. No solution other than to restart. Because the clock is stuck at max boost speeds, the card does start to heat up which was an issue previously when the card was air cooled during initial setup (my setup is water-cooled). It's pretty rare that it happens, which I estimate to be 1 in 10 boots.

Check out jaymonkey thread for water cooled V 64.
