No, it will only run on Snow Leopard or later.

The reason it's only English is that we don't have the resources to do all the translating and testing required for the backend.

But I have many English only apps running, that do not require such steps. And my language is set to English, since I started using Macs back in 2004. I guess it only supports US English then?
